Washington is not one search market. A Bellingham plumber, a Seattle clinic, and a Spokane Valley roofer all compete on very different results pages.
The state has 695,695 small businesses, or 99.5 percent of all firms. Together they employ 1.5 million people, which is 48.7 percent of the state's workforce. For many of them, the Map Pack decides whether the phone rings.
This list profiles five agencies with real Washington addresses and a clear local search focus. We checked Clutch profiles, agency websites, and published prices. Ravenna is our company, so we flag that plainly in its own section.
Washington's top-rated local SEO agencies at a glance
Ravenna is a Bothell developer-led shop that sells month-to-month local SEO retainers. Logic Inbound is a Seattle specialist where about 90 percent of the work is SEO, based on Clutch's service mix. Exo Agency is a small Seattle firm with the lowest published entry price on this list.
Webfor works from Vancouver, Washington, and pairs local pages with paid search and web builds. Justin Monk SEO covers Spokane Valley and the Inland Northwest with weekly ranking reports. Each one fits a different buyer.
| Agency | Starting Price | Best For | Key Differentiator | Free Trial |
|---|---|---|---|---|
| Ravenna | $750/mo (up to $2,500) | Service businesses that also need site fixes | Developers handle both SEO and site code | Free audit |
| Logic Inbound | $2,100 one-time SEO analysis (Small package) | Seattle-area firms wanting a search specialist | SEO-heavy service mix, 5.0 from 44 Clutch reviews | Not stated |
| Exo Agency | From $800 (SEO packages) | Small budgets in the Seattle area | Lowest published entry price, 5.0 from 45 Clutch reviews | Not stated |
| Webfor | Not published ($100–$149/hr on Clutch) | Southwest Washington and Portland-metro firms | City-specific pages plus PPC and web builds | Free digital audit |
| Justin Monk SEO | Not published | Spokane Valley and Idaho-border service businesses | Weekly ranking reports, 4.9 on Google from 30 reviews | Free consultation |
Prices come from each agency's own site or Clutch profile. Where a firm publishes nothing, the table says so instead of guessing.
How we judged "top-rated"
Review scores help, but they are incomplete. Clutch's Washington directory lists dozens of agencies with ratings, hourly bands, and minimum project sizes. Many of those listings claim a Washington service area without a Washington office.
We kept only agencies headquartered in the state. We then looked at how much of each firm's SEO work is local search.
Clutch puts local search at 25 percent of Logic Inbound's SEO focus. It is 20 percent for both Exo Agency and Webfor.
Review counts also vary widely, from 9 for Webfor to 45 for Exo Agency. A perfect score on nine reviews tells you less than a 4.9 on forty. So we read the critical comments, not just the stars.
Before you hire anyone, run through our Washington local SEO checklist. It shows which basics you can fix yourself and which ones need a professional.
What changes between Seattle, Spokane, and Vancouver
Seattle buyers face a crowded field of agencies. That helps on price and choice, but it also means more sales pitches to sort through. Spokane has a smaller field, so each agency's reputation carries more weight.
Vancouver sits across the Columbia River from Portland. Southwest Washington businesses often share search results with Oregon competitors. An agency that understands both sides of the river has a real edge there.
Distance still matters to Google. Local rankings depend on where the searcher stands relative to your business address. No agency can change that, so a good one spends its effort on relevance and prominence instead.
1. Ravenna: Local SEO from the developers who also fix the website
Disclosure: Ravenna is our company, so we are not neutral here. We included it because the fit is real, and we held it to the same checks as everyone else.
Ravenna is a Bothell, WA consultancy formed in 2007. It builds Laravel and Statamic platforms, and it now sells local SEO and answer engine optimization to service businesses. Its target clients are plumbers, electricians, roofers, and contractors across Washington.
The pitch is simple. The same people who tune your rankings can also rebuild a slow or badly structured site. Nothing waits in another vendor's queue.
Core services
Every retainer centers on the Google Business Profile. The work includes profile optimization, citation and directory management, review generation, and on-page local SEO with location pages. It also covers local link building and rank tracking.
Monthly reports track rankings, calls, direction requests, and booked jobs. That focus on phone calls matters more than a keyword chart. Ravenna names Seattle, Everett, Tacoma, and Spokane as its main markets.
Where it shines (and where it doesn't)
Technical fixes ship without a handoff. Schema, page speed, and site structure are handled in-house, so a local page that needs rebuilding does not stall. Ravenna also says a new website is usually unnecessary, and the audit decides.
Many ranking problems start with a neglected profile. Ravenna's list of Google Business Profile mistakes shows how fixable most of them are.
The trade-offs are real. The team is small, so it cannot run sprawling multi-location rollouts.
In-person meetings are easy on the west side, while eastern Washington work is remote. Ravenna also pushes back on bad ideas. It describes itself as "not a fit if you want yes to every request."
Pricing breakdown
Ravenna's local SEO retainers run $750 to $2,500 a month. The final number depends on market competitiveness and how many locations you serve. Contracts are month to month, and a free audit comes before any quote.
Expect 90 to 180 days for meaningful movement. Early wins, such as profile fixes and review velocity, can show up in the first month. Ravenna rejects promises of page-one rankings within two weeks.
Separate engineering work runs $150 to $199 an hour on Clutch, with a $5,000 project minimum. Those figures apply to site rebuilds, not the monthly SEO retainer.
Notable clients and reviews
The Sun Mountain Lodge project is the closest proof of SEO impact. Ravenna rebuilt the resort's WordPress theme to recover search performance.
Lighthouse speed rose to 91 from the 60s. Plugins dropped from more than 20 to the essentials, and monthly SEO gains followed launch.
The client's marketing manager said: "TJ and the whole Ravenna team is fabulous to work with. They are professional and very knowledgeable about web design, app design, and SEO."
Ravenna holds a 4.9 rating on Clutch from four verified reviews. That is credible but small. Its Amazon and Blue Origin work was software and web development, not local SEO.
2. Logic Inbound: A Seattle search specialist with a deep review file
Logic Inbound operates from Seattle and has been in business since 2016. Clutch lists a team of 10 to 49 people. About 90 percent of its service mix is SEO, with web design making up the rest.
Local search and mobile optimization are each 25 percent of its SEO focus. Link building takes 20 percent, and content, on-page, and technical work take 10 percent each. That mix makes it the most search-focused agency on this list.
Core services
The firm sells SEO analysis packages first, then ongoing optimization. Clutch lists three analysis tiers, each delivered in two to three weeks. Most client sites run on WordPress, Squarespace, or Weebly.
Its client list leans toward health, wellness, and professional services. Named clients include the Washington Association of Naturopathic Physicians and Junk B Gone. Reviewers also include Seattle-area businesses such as Belltown Design and Embodied Wellness.
Where it shines (and where it doesn't)
Logic Inbound's strength is communication. Clutch reviewers most often mention that the team is communicative, timely, and easy to work with. One client said: "They explained the mechanics and purpose of their strategy in a digestible way."
The gaps are mostly about scope and cost. One client wanted cold email outreach, which the firm does not offer. Others called the work pricey but worth it.
One reviewer said communication was sometimes a challenge while the firm grew quickly. That is worth raising on a reference call.
Clutch's profile also does not mention AI search or generative engine optimization. If AI answers are a priority, ask directly what the firm offers today.
Pricing breakdown
Clutch lists SEO analysis packages at $2,100 for Small, $4,500 for Medium, and $14,998 for Large. Hourly rates run $150 to $199, with a $5,000 minimum project. Most reviewed projects came in under $10,000.
Ongoing retainer pricing is not published. Ask what happens after the analysis, and whether implementation is billed separately.
Notable clients and reviews
Logic Inbound holds a 5.0 rating from 44 Clutch reviews. Quality, schedule, cost, and willingness to refer all score 5.0.
The firm also claims about 7.6 million organic page views and $13 million in attributed revenue for clients. Those numbers are self-reported and not independently verified.
3. Exo Agency: The lowest published entry price on the list
Exo Agency is a Seattle firm founded in 2021, with a team of two to nine people. Its service mix is about half SEO, nearly half paid search, and a small slice of web development. Clutch shows 80 percent of its clients are small businesses.
The firm says it has served over 200 clients. That figure is self-reported. Reviewers include construction, retail, medical, recruiting, and transportation companies.
Core services
Link building takes the biggest share of its SEO work at 30 percent. Local search and on-site optimization follow at 20 percent each, with technical SEO at 10 percent. WordPress accounts for 80 percent of its platform work.
Paid search runs in parallel, mostly through Google Ads. That pairing suits owners who want calls this quarter while organic rankings build.
Where it shines (and where it doesn't)
Exo Agency wins on value and volume of feedback. It holds a 5.0 rating from 45 Clutch reviews, and all four sub-scores sit at 5.0. One reviewer said: "Randy is extremely specialized in his field."
The firm is also young and small. Clutch shows only 10 of its 45 reviews in full, and none of those carried a critical comment. Link building leads its mix, so ask how much of your budget goes to backlinks versus local profile work.
Pricing breakdown
Clutch says SEO packages start at $800. Guest posting packages cost $800 for three links, $1,500 for four, and $2,500 for five. Hourly rates run $50 to $99, and the minimum project is $1,000.
That is the lowest entry point here. A low price can still be the right call for a single-location business with a tight budget. Just confirm what the package includes before signing.
Notable clients and reviews
Most reviews come from small local businesses. Clutch lists the most common project size at $10,000 to $49,999, based on 37 reviews. Read several reviews in full, because the profile summarizes only a handful.
4. Webfor: Local pages and paid search from Vancouver, Washington
Webfor has operated from Vancouver, WA since 2009, with a second location in Portland. Clutch lists 10 to 49 employees. About half of its service mix is SEO, with PPC, strategy, web design, and development making up the rest.
Local search, on-site optimization, and technical SEO each take 20 percent of its SEO focus. The firm serves Vancouver and the Portland metro, and describes its work as spanning the Pacific Northwest. Its site also lists AI search optimization services without much detail.
Core services
Webfor builds sites on WordPress and runs SEO and PPC beside them. One roofing client reported that Webfor built targeted pages for each city it wanted to serve. For a deeper look at that tactic, see our guide to local SEO for contractors.
The firm also offers a free full digital audit. Its case studies include Eagala, Lincoln City Gifts, and Inexpensive Tree Care.
Where it shines (and where it doesn't)
Clients praise communication, timeliness, and ownership. One said: "I have not worked with other vendors with such a high level of ownership." Reported gains include organic traffic increases from 170 percent to 1,403 percent, though those are client self-reports.
Reviews also show friction. One client lost a developer mid-project, which caused a delay. Another felt early progress was slow.
A third client wanted more content initiative from the team. Cost scores sit at 4.7, slightly below the other categories.
Pricing breakdown
Webfor does not publish packages. Clutch shows $100 to $149 an hour and a $1,000 minimum. One client reported about $35,000 for a website and SEO, plus roughly $1,300 a month for hosting and ongoing content.
Treat that as one data point, not a price list. Ask for a written scope before you compare it with a flat retainer.
Notable clients and reviews
Webfor holds a 5.0 rating from nine Clutch reviews. That is a small base, though the mix of roofing, medical billing, travel, and retail clients is broad. The sample is large enough to read and small enough to verify with a reference call.
5. Justin Monk SEO: Spokane Valley rankings with weekly reports
Justin Monk SEO is based in Spokane Valley. Its named service areas are Spokane, Coeur d'Alene, Liberty Lake, and Post Falls. The site menu also lists Kennewick and Sandpoint.
SEO is the core product, backed by website design and content work. The agency promises weekly ranking reports. That cadence is faster than the monthly check-in many shops offer.
Core services
The service list covers keyword research, site structure, content optimization, link building, and analytics. Portfolio examples include Spokane Beard & Mustache, Urbin Services, Above And Beyond Floors, and Gladiator Pro Wash. The site does not describe the work done for each one.
A free consultation is the only listed offer. The agency's site does not mention AI search, so confirm what it can do there if you need it.
Where it shines (and where it doesn't)
The firm's biggest asset is its local footprint. Few agencies on this list know the Inland Northwest as well. Reviewers on the site praise approachability and call volume, such as "We are getting calls from the net now."
The weak spot is proof. The site claims some clients receive "10 or more calls daily," but offers no source. Ask for current references in your niche, and check rankings yourself in an incognito window.
Pricing breakdown
Pricing is not published. Expect a custom quote after the free consultation. Ask whether ad management and web work are billed separately from the SEO retainer.
Notable clients and reviews
The Expertise.com directory lists Justin Monk SEO with a 4.9 Google rating from 30 reviews. Read those reviews directly instead of trusting the summary. Look for mentions of leads, calls, and communication.
Questions Washington business owners ask
How much does local SEO cost in Washington?
Published numbers start at $800 for Exo Agency's SEO packages and $750 a month for Ravenna's retainers. Ravenna tops out at $2,500 a month.
Logic Inbound's analysis packages run from $2,100 to $14,998. Treat any quote far outside those bands with caution.
How long does it take to see results?
Plan on three to six months for meaningful movement. Ravenna says 90 to 180 days, and a Webfor client noted early progress felt slow. Quick wins such as profile fixes can land in the first month.
Do I need an agency in my city?
Not necessarily. Google ranks local results by relevance, distance, and prominence, and the agency's address plays no part. What matters is whether the firm understands your market and shows its work.
Can a home-based or service-area business rank?
Yes, within limits. Google's Business Profile guidelines say a rented mailing address with no real operation is not eligible. Service-area businesses should hide the street address and set a service area instead.
What should a monthly report show?
Look for calls, direction requests, and booked jobs, not just keyword positions. Rankings are a means to an end. A report that cannot connect work to leads is hard to defend.
Should I add AI search optimization to a local SEO plan?
It depends on how your customers search. People now ask ChatGPT and Google's AI Overviews for local recommendations. Those answers draw on the same profile, review, and website signals.
Ask each agency what it does for AI answers today. Ravenna, for example, sells answer engine optimization separately and often bundles it with local SEO.
What should I prepare before the first call?
Gather your Google Business Profile login, a year of call counts, and a list of the towns you serve. Agencies can scope work faster with those three items. You will also spot padded quotes sooner.
So which Washington agency should you pick?
A service business that also needs site fixes should start with Ravenna. Month-to-month terms and a free audit keep the risk low. Hand-built schema and speed work happen under one roof.
A Seattle firm that wants a search-first partner with a deep review file should look at Logic Inbound. A small budget with local packages points to Exo Agency. A business in Southwest Washington or the Portland metro fits Webfor.
A Spokane Valley or Inland Northwest service business should talk to Justin Monk SEO and ask for references. Whatever you choose, demand reports that track calls. Book a free audit with Ravenna to see where your Google Business Profile and site stand today.
